Make SURE all battery cables/connections are "clean, bright and tight" and the cables are of adequate size.
A battery with a weak cell = low voltage while cranking can cause this.
A starter in need of repairs that's pulling too much current is another possibility.
Other possibilities include a weak ignition switch, a poor connection in the primary ignition circuit, points in need of replacement, a weak coil or possibly a defective condenser.
Another possibility is that someone has installed a "12 Volt" coil on it's 6 Volt system.
If it's been converted to 12 Volts, the wrong combination of coil and ballast resistor could be a problem, as well.
