I've bought many non-running Case 580CKs with hoes and loaders. Not once were they in as good shape as the owner/seller described (before the engine blew).
So, for me - if you cannot start the engine and test the trans, hydraulics, etc. - I believe NOTHING the seller tells me.
If not running I'd pay not much more then scrap value . But, I'd try to run and see. I'd put more value on it if it has the Cummins 3.9 instead of the Case 188 or 207 engine.
I've started many that hadn't run in 10-15 years with no problems with the fuel itself. But, often the injection pump has dried out and it gets stuck in "off" position and won't start. That requires pulling off the top cover and freeing the metering-valve.
I'd like to know why anybody would drain the oil from a "good running" engine and let it sit empty all those years.
As to voltage, civilian 580s are 12 volt and military are 24 volt. If 12 volt, the hoe does not care if you use two 6s in series, or one big 12.

Although he himself has never actually owned or restored a tractor, he was always enthusiastic and always around helping with other peoples projects.
