If your talking about the same thing I was on TV the other week, this whole incident was an accident. The dog was a Chihuahua, and was messing around under a grill((((probably looking for a hand out as dogs do)))) when the fork got knocked off. Due to the top of a Chihuahua's head being like that of a human baby and the joints in the skull not being fused together the fork was able to penetrate that 'soft spot' just from force of the fall. The folks who owned the dog immediuately took it to the vet who did surgery to remove the fork. Fortunately the dog was just find when it woke up other than one eye was a bit droopy looking or whatever you want to call it.
