I had the same problem and was not able to find any info online. However, there is a small square door on the the side of the pump. Remove it and the rack that the electric solenoid is moving back and forth is sticking.Remove the pump by removing the 4 bolts on top and then remove 3 springs with a pair of needle node pliers. Once you have that removed, the whole pump will come out. You will see that the rack is hung up. The solenoid is not strong enough to push it back and forth. At that point I discovered a burr on the shaft of the plunger. I cleaned it off, polished with very fine sand paper and re assembled. Make sure you pay attention to how you take the pump apart because it is timed. This solved my problem. Hope it help you as well.
