For a while you couldn't get surplus military brass as there was a DoD order to demill used brass. Since that order was rescinded, the huge conglomerate ATK was buying spent brass from base commanders and demilling it. This benefited the base commanders who used the proceeds for their personal slush funds. I think the latter practice has been halted but I'm not sure.
Your buddy's logic is a little messed up, since 1) there's no evidence that reloaded ammo was used in the Tucson shooting, and 2) it assumes that Congress can act quickly, which is rarely true and not possible this week when the House has suspended its activities.
