The exchange places have been filling bottles to a lesser amount for 2-3 years now and the amount is clearly on the label.
A class action lawsuit against one company did give a few bucks back to some folk.
You do need to watch the poundage on the label as some don't even fill to 18#s, but rather 17 from what I've read elsewhere.
One of the smaller sizes that I did find noticeable was tuna. They actually use a smaller can now. Most canned vegetables have gone from 16 oz to less.
