Most likely the caliper is not moving on it's sliders. I'm assuming that the pad that sits agains the piston(s) was worn and the other one not worn? I'm not familiar with the GM brake setup but there has to be some sort of slider mechanism on a pin of some type. It's probably binding on those pins and bushings. The pins can be replaced but you may need to clean the rust from the bushing bores. Make sure that they move freely by hand...
