Lots of cost EPA are in the salaries of administrators and testers, rule writers and public relations. Contrast that to engineers making a military transport told to forget civilian rules and make fuel economy, servicability, reliability ahead of clean burning priority for cheapest unit cost for horsepower needed. rebuilt/upgraded M113A3 using V6-53T engines wouldn"t be allowed on city streets for EPA standards(never mind the tracks) but get better mileage than the green small city bus using the new ultra low sulphur and urea injection systems at less cost per mile. Porsche design Mixte from 1930s with a regenerative motor/generator rear axle brake is early example of electric drive with engine- simple design type works and is cost effective but not to EPA testing standards, by the time GMC gets the bus to EPA standards the cost has increased 50% and mileage reduced 5%, maintenance has become double cost. But a EPA bus testing department has working employees that pay union dues that get skimmed for political contributions. India and China are using sewer gas bus and light trikes in polluted cities, minimum rules after conversion of a diesel or rebuild of old Chicago trolley bus and they work cheaply enough.
