I'm not sure what you mean by the term "county legislator" or who you are including when counting local officials. In Iowa, the main administrative body in each county is the Board of Supervisors. This board can be either 3 or 5 members, all of whom are elected. We do not have a "county legislature"; a state legislature, yes, we have that. In Iowa we have 50 state senators and 100 state representatives; their districts do not follow county lines.. Other elected county officials are the recorder, treasurer,auditor,sheriff and attorney. Each of those have a staff of hired workers, or deputees. The size of each county's staff varies with the population. So, the answer to your question, as I read it, is "it depends on the county" in Iowa.
