Don't know that it needs to be all that complicated. I can just cut good sized chunk of an old innertube out around the valve stem,put it around the neck and tighten it up below the lip with a hose clamp then just put a little pressure to it. You'd think somebody would just make a cap with a stem in it,but there's probably a liability issue there.
