The army the Russians put in the field had free rein but little training and little desire to fight. A few of their special forces kick arse every where they went but most soldiers were conscripts that didn't want to fight and possibly die in a country they had never heard of. To add to the morale problem the Soviet government tried to fight the war on shoestring budget. Soldiers went for months without pay and were sent horrible food while their families sent letters begging for money because they didn't have anything either. Trucks (the ones that ran) sat for lack of fuel. Tanks became bunkers because they couldn't move. Soldiers sold weapons to the enemy to buy food from the locals.
Research it a bit and see how bad the Soviet army was in Afghanistan. To this day Russia is still dealing with all the herion addicts that came back and the organized crime that is financed from the Golden Crescent.
