If the starter is turning look for oil on the drive.If the starter dosent turn there is a 1/4 in push on terminal that corrodes from salt .These starter are easy to repair if you find a good parts supplier.NAPA quoted 40 bucks for a brush rigging.I had one mailed in for 16.50 postage included.You can get new starters for 85 bucks.Brake cleaner will clean the oil off the drive.
