I worked next door to an auto-imports dealer in the mid-to-late 60s. 15 miles from NYC and near a major port. There were many brand-new cars sold for less then $1000 - and that included overseas shipping charges.
Here in the USA, Ford sometimes ran specials on base-model Falcons for $1550. In 1963, full retail at a Ford dealer was $1985.
Now, for foreign stuff? For under $1000, brand new - BMW Isetta, Hilman Minx, Humber, DKW, DAF, I think some Saab two-stroke cars but cannot recall the prices for sure, Fiat 500, Morris Minor, and probably more.
Also, early 60s, you could buy a brand new Citroen 2CV for around $750, shipped to NYC.
When Subarus first started selling here, around 69, full retail for a 360 was $1300, but they were often discouted at $999. So were Volkswagen Beetles during special promotions.
Cheap little entry-level cars? Yes, but so are some new ones today. That was my base-line comparison.
