If his old water heater lasted from 92 to 2010 than I don't think flex connectors or dielectric unions would have made much differance. Just add more places for it to leak. What differance does it make if you have a cutoff at the water heater or a main cold water cutoff at the line coming into the house. Both cut the water off.
