The first thing we built here was a grain drying bin. We had to have an electrical inspector approve before the utility would power us up. We have built a house, three more bins, and three barns since without any inspector. I don't know how coy you can or want to be with an electrical or any other kind of inspector, but as far as I'm concerned, the less they know the better. Things have changed so much and so rapidly I don't know what's possible today. I'm wondering with your building plan if anyone really needs to know about the house for quite a while, if that might make things simpler. We hired masonry foundations for all our structures, then built from there mostly ourselves. The shop is stick built/rough cut. We set 40' trusses by hand off a loaded hay wagon. The frame sure makes it handy to run wires, insulate, finish, hang things, etc. etc. I imagine it's whatever you have available and whatever works best for you. Best of luck.
