Could be anything. I'd take it apart and see before going and buying a used one. Some simple work might fix it. Another thing to consider... those foot pedals will disintegrate after a period of time... so it may simply be that the valve is not getting moved fully or as far as you think... tho normally the valves are self centering... so it should return to neutral and not drift... unless the linkage is sticking. Just take a close look at it.
