INTERESTING OUTCOME - I asked my welding supplier who is an Onan distributor what he thought the problem might be. He said once the tractor was idling rough, slowly pull out the choke cable and see if it smooths out. He said that even the smallest speck of dirt in the idle circuit will cause the idle to "hunt".
I did that and sure enough the idle smoothed right out. It turns out that the previous owner had adjusted the choke cable to position the choke butterfly partially closed when the control indicated that the choke was fully open. When we removed the cowlings and flywheel to change the stator, we repositioned the choke cable so that in the off position, the butterfly was fully open. That caused the surging idle, not the reassembly of the govenor linkages.
So, for the time being I can at least reliably move the machine, and the next time I get a chance, I'll pull the carb apart and get all the gum and varnish out.
