A pair of 12v batteries in series will require a 24v charger to charge the pair. Disconnected they are each once again 12v and can be charged with a 12v charger.In practice you probably could charge them still connected to each other individually one at a time with a 12 v charger as long as they are disconnected from the vechicle. In parallel the batteries should be disconnected in case one of the batteries is defective, which may be why he has to charge them in the first place. No wives tales involved.
