On my newer 231 Massey I have to bleed the power steering every now and again or it doesn't work properly. Especialy if I added fluid. Take the cap off the resouivor and with engine running turn the steering wheel all the way in each direction a couple of times. Then put the cap back on. Its what my owners manual told me to do with that model. I guess it bleeds the air out of the system. Whatever it does it works for my tractor. Maybe it will work the same for your 165.
