if you want to eat the potatoes right away, you can dig them as soon as there"s anything to dig. we start pulling a few by hand around the 10th of June, when they range in size from marbles to ping pong balls. there"s not much better than boiled "new" potatoes. at that stage the skin is very thin and delicate, so mechanical harvesting is not practical, nor is storage. for those purposes, you want to wait until the foliage is completely dead, then another week or 2, so the skin can "set". the timing depends on a lot of things- variety, weather, disease/lack of, fertility, etc. commercially, they sometimes are "vine killed" with a nonselective contact herbicide like paraquat if they need to be sold before they are going to die on their own.
