You could try abatement at the source. Spray ruberized paint on the shrouding and tin. (with none getting on the cooling fins) and wedging an glueing small chunks of sidewall rubber into the space between fins (outer ends of fins only, and 1/2 dime size pieces made with a plug cutter in a drill.
