These machines are considered soft mount as they have suspension systems to dampin the vibration. What you are thinking of that need to be anchored to a concrete floor with floor anchors and grouted are considered rigid mount machines and use the floor and foundation to absorb the vibration. As long as whatever he wants to make the base out of is as substancial as a good solid floor, makes good solid contact with the floor so it does not rock and does not slid around on the rooms floor(non slip matting or feet)it should be fine. Have you seen the bases GE sells? They are not much!
