Very simple. The united way is one of the biggest places that collect $$ for people in need but they in turn build a 10 plus million $$ building in NY city to run there operation from so figure they get about one $ out to those in need for every $10 sent to them just like most other places that give out help they spend more to get it out to the people then what gets to the people. Welfare if one of the biggest rip off that the gov has ever set up and it cost $10 for each $1 that gets to a person in need because of all the gov red tape
