Common problem on tractors. One thing to do is block the clutch pedal down and let it sit a couple days. If that does not work start it in gear whee it is safe to do so and drive it around pulling as much load as you can and drive it till it pops free. And or pull the starter off and spray the clutch with brake cleaner being sure to turn the engine over so as to get the the whole clutch
