I'm only guessing here but maybe someone has spliced in a piece of the side chain and made one side un-even? Or you have a cross chain twisted. I'd take it off and lay it flat on the floor and see how things match up. All the cross chains should be even on both sides. Some go straight across, some are Xed in the center. But either shoud have their attaching points oposite. The "buckle" being a few links off one way or the other should not make any difference. But maybe the reason it is off is making a difference.
