Not necessarily, but I believe they should do something other than breed for the handout and be required to pass a drug test. Probably some type of public service; perhaps pick up trash, sweep sidewalks, pick thru/seperate recycled material, or similar light constructive duty. Bare minimum would be to at least show up sober and not high on drugs for a few hours during the work week.
