I just had to renew mine, that has been free for 40 years since I cannot get mail delivery at home. Postmaster told me the new regs require a photo ID only. Showed her my NY drivers license and it was done. Took about one minute to show her the ID and sign my name on a new form. No big deal. Why your's is different, I have no idea. US Postal service is not government entity anymore, although they do have to adhere to many Federal regs.
