"What is the genuine reason for not doing it till now, even after we see billions & billions are suffering from air pollution?" as if the exhaust pipe coming out above instead of below a vehicle would have an effect for billions. HA! Of course the location of the exhaust pipe makes a direct positive effect for, in the case of a tractor, the operator or with a semi or bus on the vehicle directly besde or behind but to think it would make a difference in the overall effect of pollution for billions is ignorant!
