The ignition switch is working good now. I stopped by the JD dealership in Tecumseh Michigan and they were able to help. There really is not a specific schmatic for the 520 only and the schematic I was using covered multiple tractors. He copied a 720 schematic and recommended I follow this schematic. Also he stated not to be concerned by the label of the switch or on the schmatic. Just follow the notes that describe each wire. Apparently I was misinterpenting the terminals location on the switch because I used the "ing" label for the top position of the switch. I needed to rotate the switch almost 90 degrees clockwise. Still the terminals didn't match the schematic but it works.
