Most hot peppers contain Capsaicin. It has a wide variety of medicinal uses, as well as use in cooking. Here's a link that will provide a basic overview of it's uses.
Peppers mixed with vodka can be used in a number of ways, not least of which is the drink mixes I listed earlier in the thread. Vodka can also serve as the "carrier" for capsaicin when used as a topical treatment or as an insect repellent.
No telling just what use it MAY have had listed in a magazine since there are so many possibilities. Personally, I like the hot apple cider myself!
