I think it would be safe enough to weld a nut onto that. It's not going to get hot enough to make the tank hot provided you just go at it and run one quick bead. If you are worried about the tank either fillit with CO2/welding gas or hook an airline to the lower port and let it vent from the port furthest from where you're working. The air change from the tank alone will prevent it from igniting.
