If the tank is open, all the propane will have evaporated. Being that it's not directly on the shell of the tank, it would be pretty safe to weld a nut on the broken bolt. Put the ground clamp on the block right there (or the nut). It would be best to sand or lighty grind the block to shiny metal so the ground doesn't arc. You don't have to heat it and let it cool first. Just weld the nut on. That will heat it red hot. I think it will come out pretty easy. Don't put the nut all the way down to the block. You may need to turn it back and forth a little to get it loose and you'll also have room for some pentrating oil to get under the nut just for a little extra help. About 1/8" up would be good. Dave
