If it's been run at 10 to 12 lbs for 200 miles I'd say it's junk. It probably has a handfull of burnt rubbery powder inside of it and if it had a hole close to edge of the tread where it flexs it should'nt be patched or plugged anyway. I just replaced a tire on my nineteen year old daughter's car. Had about 5000 miles on it and ran a bicycle chain splice link through it. If that tire goes flat at college it's not because it was plugged.
