You sure the cables aren't just seized? I know my Ranger... the main cable from the pedal down through the firewall is seized solid. The pedal will go down and has quite a good feel to it but it doesn't do a damn thing at the shoes... Look under the cab and find the end of the front cable... and have someone apply the brake. See if it moves... Then pull the drums and see if it applies in there.
