If the cutout is stuck as Bob suggested (likely the problem I agree), if you were to remove the gennys belt it would spin. Also if you remove the BAT wire (or either for that matter) on the cutout and the discharge quits, again the cutout is stuck/burned/closed........Its supposed to open at shutdown or low RPM so the battery cant reverse discharge via the genny you see.
