Beanman, The two tunnels are not for one-way ship traffic. The north tunnel is for ship traffic in the Baltimore Channel and the south tunnel is for ship traffic in the Hampton-Roads Channel leading into Norfolk and Virginia ports.Both channels have two-way ship traffic.
The project was originally envisioned as a bridge for the entire crossing with two high clearance sections for ship traffic to pass under. The Navy objected because the two high bridges could be dropped by bombing and Navy ships in Norfolk and Little Creek would not be able to get out to sea.
