Most inspectors disappeared over the last 10-20 years because that's what big business wanted, to be self regulation. If the pills that were painted with yellow road paint, the lead toys, the plumbing and electrical supplies that probably don't meet minimum code were all left at the dock rotting away, things would probably change.
