You said it floods when you try to start it, not when the gas is turned on. If it was carb problem, it would flood by itself. I would look at spark plugs, and get something other than Champions. Autolites are good. Your spark test should be about 3/4 inch of blue fire. Gasoline should be reasonably fresh.
