I think that there are multiple aspects to net neutrality, but one of them is the expansion of broadband internet access to nearly every location in the US. I heard a program on NPR some time ago where they were advocating for this portion of net neutrality. They were saying that people who do not have access to broadband are at an economic disadvantage to those who do because they can't access information that could benefit them financially.
The people on the program were likening broadband to the expansion of electricity to people back in the 1930's and 1940's. They feel that broadband access is a utility that the government should underwrite similar to the programs that provided the infrastructure for electricity to nearly every home/business.
