It's a whirlwind terracer, used to build terraces. They were a hot item 40 to 50 years ago, maybe longer than that. I remember our neighbor doing custom work running one with a 44 Massey.
I have one, and it's also great for rebuilding waterways. I bought it on an auction, and after I got it home, I found it had a lot of parts in common with an IH 3 bottom plow sitting in the trees. I swapped a few parts between them. The terracer had a mechanical lift, and the plow was set up for a hydraulic cylinder, so you know what were the first parts I swapped.
I run mine with a D19 Allis. A cousin of mine has one and sometimes does a demo at the county fair. Last time he did it, he used a 44 Massey.
