What if you disconnect between the carb and the filter? Any flow now? My air compressor, welder, and mower have run with that filter horizontal, air bubble and all, for many years & different filters with perfectly flowing gas & operation, so I know that air in that filter will not stop gas flow. Trash can and a small amount of water can block them, too.
