Remove the tank and carb assembly, remove the carb from the tank, locate the crud that is down in one of the recessed areas of the tank, blow it out with compressed air, reassemble the unit, install on the engine and start it up. While you're installing, make sure the Oring seal is in place in the throat of the carb, and not stuck on the intake tube instead. I just went through this myself on a 2 year old mower. It runs better now than it ever did. I think that "Oring" never was installed properly from the factory.
