Don't blame this one on the bureaucrats. Making a carb without adjustments is good for the manufacturers.
Unfortunately perception is reality. If you by a Briggs that doesn't start, you adjust the carb and it still doesn't start, you will tell yourself that the briggs you bought is crap.
Most consumers are too stupid to use a carb with accessible adjustments. As soon as their engine doesn't start for any reason (including no fuel, bad plug, flooded etc.) they fiddle with the carb screws. In most cases this makes it so far out of adjustment that there is no way it could run.
Briggs, along with other manufacturers removed adjustments for 2 main reasons:
1. Because they can.
2. Because most people are too stupid to know how to use them and too stupid to leave them alone.
