If it is real fine and has a lot of lime stone powder in it that is what they call dirt base in my area. Back when I drove dump truck in this area we would put down a layer of 2 inch then a load of dirty base to glue it together and then put down a layer of 1 inch clean or if it was on a hill 1 inch dirty which had a lot of powder in it. Also on blacktop jobs we would put down a lot of dirty base and roll /pack it down before the blacktop was laid down
