The relief wells are aimed low and very on the well. Below the damaged areas. The new cap is to allow minimal back pressure retrieval of oil. Any attempt to "plug" the leak from the top will cause the casing breech to worsen. Thanks to the dude with the "oildrum" link for the info a few days ago. This well situation is making more sense.
