There was a reason that man invented tubeless tires and wheels. You just found it... If you have sealed, welded wheels, clean the beads down with a wire brush, grinder, hammer, etc. Whatever it takes to get the wheel clean. File the rust out of the valve stem hole. Paint the wheel. Install a new tubeless valve stem with lots of bead sealer, then lots of bead sealer on the tire... Inflate. Assuming the tire is good, the problem should be solved...
