I don't know about the best way, but I mostly emptied mine and put several large nuts in it (count them so you make sure to get them all back out), shook it for a while and then emptied the rest of the fuel out. I have also heard of guys emptying them and using a pressure washer to wash them out. I suppose if you have time to let it dry out completely before filling it again, that might blast most of the crud out. A new tank wasn't an option for me because I still use the old pressurized two line tank, but it certainly would be a sure way of having a nice clean tank.
