I've only observed that kind of driving in Canada when I'm just slightly over the border into Canada. I thought the Canadians learned it from their US visitors. I was a good bit north of the border one time on a nice, wide Provincial highway with wide shoulders. I came up behind one lone car and when I was about 1/2 mile behind him he pulled over onto the shoulder and let me pass him without having to move over to the left. That was without any oncoming traffic. Courtesy beyond the call. I always attempt to return it.
