I'm not too familiar with MF's but by chance did you check and make sure the control lever is tight on the shaft, maybe the splines or key rusted away or sheared off or the bolt loosened up, just a thought, I know how easy it is to miss the obvious, Been there done that more time's then I care to remember! otherwise I'd say the valve is sticking internally or needs to be rebuilt, just what you didn't want to hear.
