I don't know about IH for sure, but I know packing is available for AC and some of the old loaders. First, I would look around to see if packing is available. Second, make sure there aren't any pits from rust or other irregularities in the rod end. Third, you will have to remove one or the other of the cylinder ends to access the packings. This sometimes involves heat from a torch, and caution is advised. If you can get it apart, the seals aren't hard to install. Just oil 'em down real good as you put them in and make sure everything is clean and not in backwards.
